Tools applicable in this stage are provided below with a description and application summary of tools for Pre-FS preparation. Value for Money (VFM) Quantitative

Description : Compares identified infrastructure provision methods based on quality of service/ output, operational flexibility etc.

Application : During Economic Review.
Project Screening Tool(PST)

Description : Assesses project on strategic suitability, pre-feasibility, risk assessment, PPP suitability, fiscal affordability, institutional capacity, CCDR & GEDSI.

Application : Used as a checklist at the preparation stage to decide whether the project can be taken forward for transaction. Tips for completing PST sections related to Gender Equality, Disability and Social Inclusion are in Section 3.1 of the Excellence in PPPs: Integrating Diversity, Equality, Inclusivity, and Access Guide (here).
Financial & Economic Model

Description : Downloadable excel file with functionalities to develop basic financial model. The economic model tool to conduct economic analysis is part of the generic financial model tool.

Application : Used to prepare shadow financial model, during ‘project financial analysis’ and ‘project economic analysis’ in section ‘Assessment of Infrastructure Provision’.
GERIN Tool

Description : GHG Emissions Reduction in Infrastructure (GERIN) tools focus on infrastructure decarbonisation. They quantify Greenhouse Gas (GHG) emissions in key sectors of the Ministry of Public Works, guide users with costs-benefit analysis of emissions reduction options, and support smarter choices on GHG emission-reduction strategies & in investment planning.
